This position directly serves to provide application development of systems, services, and data to provide technical support of the agency's licensing business applications. This position is accountable for meeting quality and security standards/thresholds in their completed work assignments and peer reviews. This position acts as an advisor, and shares impact with other peers, team leads, and supervisors. The incumbent will resolve problems through analysis, troubleshooting, and discernment of the most suitable solutions, processes, models, and best practices. They will work to complete medium to large cross-divisional work items, and is often responsible for enhancements and maintenance to multiple internal and external web applications, reporting & batch processing functions, and reviewing work from peer developers. Some of what you’ll do:

  • Application Development:
    • Design, document, develop, modify, test, install, implement, maintain, and support new and existing business application software, through analysis and the discernment of available standards, guidance, and change management practices.
    • Write re-usable code, application components, user-interfaces, and web services to industry and agency standard.
    • Support the full software development lifecycle of cross-divisional, agency integrated products, using advanced knowledge and experience of IT systems, concepts, and methods.
    • Ensure data integrity/security at all times, to safeguard the agency’s essential business functions.
    • Direct all branching and merging practices as build/release technical lead for assigned products.
    • Participate in technical groups to formulate, collaborate, design, devise, discern, identify, understand, coordinate, and maintain various full-stack application development solutions, routines, processes, operations, roadmaps, standards, procedures, guidelines, and artifacts, which are used by the division.
    • Perform detailed business and systems analysis by decomposing and translating interconnected business requirements into intelligible, full scale, full-stack, multi-layered, application prototypes and solutions.
    • Lead change management, release planning, and scrum/status monitoring efforts as product technical lead, in coordination with management, business, and other technical support groups.
    • Ensures products are developed at the highest level of quality and applicability using test driven development methodologies.
    • Understand, use, configure, and support the hardware and infrastructure that assigned applications are hosted on.
  • Data Management:
    • Act as technical lead in the design, development, and implementation of databases and metadata, which are used for large scale data tracking, reporting, and multi-user access.
    • Provide data architecture, services, data modeling, and data administration support.
    • Implement all requirements for data integrity and security.
    • Ensure constant compliance with agency records and retention requirements and policies.
  • IT Tools/Languages Management:
    • Implement new capabilities provided by new technology solutions, tools, and versions.
    • Maintain and sustain advanced knowledge of all the tools, technologies, and versions listed below (including but not limited to):
      • Programming languages (VB, C#, Transact SQL, ASP.Net, HTML, CSS, JavaScript, XML, JQuery, JSON)
      • JavaScript Frameworks (Vue, Angular, Backbone, KnockOut)
      • Productivity/Collaboration Tools (Microsoft Office 2016, SharePoint 2016)
      • Development tools (IIS7, Visual Studio 2019, Team Foundation Server 2018, Azure DevOps Server 2020, SQL Server Management Studio 17, Node.js, Nuget, Git)
      • Operating System (Windows 10 Enterprise)
      • Web Services, Rest API, Entity Framework, EAI Messaging, SOAP
      • Net Frameworks (v4.8 or Core 3.1)
      • Development Methodologies (SDLC, Agile/Scrum, Waterfall, Project Management)
      • Maintain setup/configuration documentation and standard operating procedures (how-to guidance), as appropriate.
Qualifications

REQUIRED:
  • Master’s Degree in Information Technology, Computer Science, and other related Technical education specializing in application/data development and 2 years (or more) of progressive professional experience that demonstrates extensive knowledge of full stack application and database development.
OR
  • Bachelor’s Degree in Information Technology, Computer Science, and other related Technical education specializing in application and data development and 4 years (or more) of progressive professional experience that demonstrates extensive knowledge of full stack application and database development.
OR
  • Associate’s Degree in Information Technology, Computer Science, and other related Technical education specializing in application and data development and 6 years (or more) of progressive professional experience that demonstrates extensive knowledge of full stack application and database development.
OR
  • 8 years (or more) of progressive professional experience that demonstrates extensive knowledge of full stack application and database development, which includes:
    • 4 years of Experience in Object Oriented Programming Languages, and technical expertise in data driven technologies and languages:
      • .Net, Java, C, SQL, Python
      • SQL, SSIS, SSMS, SSRS
    • 4 years of experience working with data development tools, platforms, products, and API’s:
      • IDE – Visual Studio 2015 or comparable IDE
      • Source Control – TFS 2015 or greater or comparable
      • Data Management tools – SQL SSMS 2017 or greater or comparable

DESIRED:
  • 7 years’ experience in programming languages for: SQL, SSRS, SSIS, SSMS, MVC, ASP.Net JavaScript, ASP.Net, JQuery, JSON, XML, CSS.
  • 7 years’ experience using methodologies and best practices for: Agile/Scrum, N-Tier, Accessibility and Usability.
  • 7 years’ experience using frameworks and architectural knowledge in following areas: Web Services, SOAP Services, REST Services, WCF, MVC.
