Assumes responsibility of the Finance Director in their absence;Interfacing with the City Manager and Directors on projects, policies or issues which arise in the absence of the Finance Director or at their direction;Monitoring flow of work and projects and making adjustments as necessary;Manages the Payroll division by planning, organizing, and directing the daily activities and workflow of employees within those areas;Manages the accurate processing, payment, costing and reporting of all City benefits including employee benefits, retirement and deferred compensation and payroll and related taxes;Manages the processing of all City employee payroll data;Timely and accurately calculation of pay checks,Leave and benefits accruals;Processing of garnishments;Reporting and payment of taxes,Retirement and other payroll deductions;Ensuring all system processes that relate to pay are updated timely and accurately; and in accordance with applicable laws, policies, and labor agreements;Provides motivation, leadership, team building skills, mentoring, training, and direction for the assigned workgroup;Develop and maintain a high level of customer service within the divisionPrepares and conducts oral and written employee performance evaluations; Recognizes superior job performance; Administers corrective and/or disciplinary actions for undesirable performance consistent with established City policy;Responsible for maintaining and reviewing the City's accounting processes and procedures to ensure efficiency, compliance, and conformance with applicable federal, state and local laws, codes and regulations, policies and procedures, GAAP/Cash-Basis, GASB and BARS standards, and labor agreements; communicate new or revised accounting policies and procedures, as appropriate;Identifies opportunities for improving accounting, reporting and payroll service delivery; develops, recommends and implements improvements to the financial systems and processes of the City;Develops and maintains the City's Chart of Accounts;Responsible for auditing and balancing all City financial transactions including journal entries, accounts payable, accounts receivable, payroll, utility billings, and other accounting processes; and ensure that data is documented and timely;Cooperatively participates in the implementation and ongoing enhancements to the automated financial and payroll systems; Participates in system training, decision making, testing, problem solving and version updates to the new software; responsible for clarifying, summarizing, and resolving issues relating to specific assigned modules or processes;Responsible for the scheduling of year-end closing and opening processes in preparation of the annual financial report and other financial statements with other Finance Management personnel;Responsible for the overall analysis and reconciliation of the City's general ledger subsystems, payroll and voucher checks, receipts received from various systems; preparation and approval of journal entries and adjustments as needed;Reviews and approves journal entries and financial data for posting to general ledger, special ledgers, and other fiscal records to reflect accurate accounting and distribution of income and expenses to appropriate accounts; prepares complex monthly and annual closing entries and analysis;Responsible for working with the State Auditor(s) to establish, maintain and ensure the City's internal control procedures and practices are in compliance with accounting regulations, codes and standards;Performs all professional accounting duties within area of responsibility and other special projects as assigned;Performs other duties as assigned.
