Background. In 2006 the Biomedical Advanced Research and Development Authority (BARDA) was established to support and advance the development of vaccines, therapeutics, diagnostics, and innovative technologies for use during public health emergencies. The BARDA model’s success is codified in 1) 60+ Food and Drug Administration (FDA) approvals, licenses, and clearances, 2) 101 Biomedical products supported for COVID-19 response, and 3) 136 BARDA-supported COVID-19 partnerships. This success centers on BARDA’s public-private partnerships, which have accelerated the development of Medical Counter Measures (MCM) vital to our National Security. BARDA provides its partners critical capability and technical support needed to accelerate MCM regulatory approval and deployment, including support for advanced research and development (AR&D), FDA licensure, and clinical use.   Onsite/Offsite Travel Manager (OTM) Specific Responsibilities.The OTM is responsible for creating and finalizing travel arrangements for more than 6 Biomedical Advanced Research and Development Authority (BARDA) program management offices and several senior leaders.Serve as a primary point of contact to initiate, modify, and resolve travel plans, including making changes to existing flight and hotel reservations and assisting people with doing the same.Exhibit extensive knowledge of policies regarding government travel, including booking with contract fares, when possible and serve as an onsite help technician to respond to any travel-related inquiries.Assist with planning travel projections and track travel expenditures for program managers.OTM must have relevant experience managing high-volume and complex travel on behalf of USG for both CONUS and OCONUS travel. This includes building and maintaining efficient systems that allow for transparent processing of all required travel justification documents and approvals required in advance of any travel.The OTM is also responsible for performing quality control over all travel requests submitted to the Contracting Officer, Contracting Officer Specialist and Contracting Officer Representative ensuring the package is complete and accurate to avoid days in review and approvals. This includes confirmation that all estimated and known travel costs are accurate, reasonable, and within the terms of the contract and travel regulations.The OTM will be responsible for the following:Management of all travel requested by USG or Contractors staff.Provide routine training and guidance to all Contractor staff on the rules and procedures when traveling on behalf of USG.Process all travel requests in accordance with the terms of this contract and ASPR and BARDA travel procedures.Track all travel at all levels for reporting.Make every effort to maximize cost savings for all travel executed on behalf of USG.
