Background. In 2006 the Biomedical Advanced Research and Development Authority (BARDA) was established to support and advance the development of vaccines, therapeutics, diagnostics, and innovative technologies for use during public health emergencies. The BARDA model’s success is codified in 1) 60+ Food and Drug Administration (FDA) approvals, licenses, and clearances, 2) 101 Biomedical products supported for COVID-19 response, and 3) 136 BARDA-supported COVID-19 partnerships. This success centers on BARDA’s public-private partnerships, which have accelerated the development of Medical Counter Measures (MCM) vital to our National Security. BARDA provides its partners critical capability and technical support needed to accelerate MCM regulatory approval and deployment, including support for advanced research and development (AR&D), FDA licensure, and clinical use.  Program Manager Responsibilities - General. Provide concept ideas for BARDA Program Division(s); Prepare draft work statements (SOW, SOO, PWS) for solicitations [Request for Information (RFIs), Request for Proposals (RFPs), Sources Sought Notices (SSN),et al].Review and advise on contract proposals (formally and informally submitted), as requested.Provide project development level portfolio management and oversight.Provide program level portfolio management and oversight.Develop, implement, and consciously improve Total Life Cycle Cost (TLCC) efforts.Assist in contract negotiations on technical matters, as requested.Deliver briefings on relevant subject matter for ASPR/BARDA Senior Leadership and serve as scientific and technical representative for the Program Office(s) concerning the project management of the advanced development, licensure, and acquisition(s) of medical countermeasures, including regulatory and clinical pathways and establishment of manufacturing capacity.Vaccine and Therapeutic PM Specific Responsibilities. Provide program and contract management and acquisition support to BARDA staff for the execution of multiple research and development vaccine and therapeutic programs.Assist in leading program oversight from inception of projects through transition with attention on programmatic metrics and milestones (e.g., cost, schedule and adherence to contractual requirements).Develop and manage program plans, strategies, and budgets. Use financial tools to provide appropriate oversight across multiple programs and budgets in a portfolio (e.g., cost estimates, invoices, etc.).Analyze and evaluate program plans and metrics to align with BARDA mission and programmatic goals.Identify program risks and problems and assist with mitigation strategies.Evaluate raw data generated from testing and data analyses and provide recommendations to USG.Assist with the design, procurement, and execution of programs in support of BARDA’s response to health emergencies.Draft briefings for senior level review to include technical alternatives between competing technologies.Coordinate across agency and response leadership, stakeholders, interagency partners, and potential user communities.Identify opportunities for and assist with the transition of selected programs.Provide contract management and acquisition support.Assist in development and editing of various documents including meeting summaries and briefing materials.Organize, coordinate, and host technical meetings, workshops, etc.Serve on internal and external teams, responsible for organizing meetings, preparing agendas, documenting meeting minutes and action items, and maintaining the document archive system.Collaborate with project teams and participate in the evaluation of programmatic results in multiple developmental areas, developing strategies to move the program forward.Collaborate with internal and external partners and research projects to produce effective solutions for maintaining cost, schedule, and performance parameters.Engage in open and collaborative communication as a SME at conferences (e.g., briefings, presentations, etc.) regarding science and technology innovations.Provide periodic update reports to USG PMs.Assist the USG PMs in assessing cost and schedule risks and developing mitigation strategies.Draft and/or review acquisition documentation and presentations in support of major milestones, program reviews, or other program presentations.
