OverviewGovCIO is currently hiring for a Database/System Specialist to support a cross-functional team to support the Department of Veteran Affairs (VA). This position will be full-time and fully remote.ResponsibilitiesBuilds and codes applications and/or modules using languages such as C, visual basic, ABAP, JAVA, XTML, etc. Provides patches and upgrades to existing systems. Involved in planning of system and development deployment as well as responsible for meeting software compliance standards. Prepares operating instructions, compiles documentation of program development, and analyzes system capabilities to resolve questions of program intent, output requirements, input data acquisition, programming techniques, and controls. May build add-on modules using application program language.
Analyzes detailed systems factors, including input and output requirements, information flow, hardware and software requirements, and alternative methods of problem resolution.
Performs modifications to and maintenance of operational programs and procedures.
Participates in code reviews to represent reviewed work for adherence to standards and specifications.
Writes or revises program documentation, operations documentation and user guides in accordance with standards.
Evaluates, sizes and selects technology components, such as software, hardware, and networking capabilities, for database management systems and application databases.
Develops, maintains, evaluates and documents administration of database tools and strategies.
Designs and implements data models and data access layers for new product functionality.
QualificationsRequired Skills and Experience
Bachelor's with 8+ years (or commensurate experience).
Must have a minimum of 8 years of experience working as an Oracle Developer and Oracle Expert (assist others); PL/SQL and SQL scripting
Must have a minimum of 3 years working in an Agile environment (Scrum, Kanban, SAFe, DevOps)
Must understand Unix resource and shell scripting and be able to design and discuss application architecture and design patterns when necessary.
Must be a strong problem solver with the ability to quickly resolve technical and user issues
Must be an excellent oral communicator with good writing and presentation skills.
Must be a self-starter with demonstrable initiative and follow through skills
Must be highly analytical and possess proven problem-solving abilities
Must be able to conduct independent research to lead or support the resolution of complex questions and issues
Must have full understanding of the Software Development Life Cycle
Must have demonstrated experience planning and managing multiple tasks
Must be able to identify/monitor space requirements for Oracle databases in development and production environments.
