WRPS is led by Amentum corporation. The WRPS mission is to safely store, retrieve, and treat 56 million gallons of legacy radioactive and hazardous waste. This complex mission spans all competencies of engineering/science accomplished through a highly integrated organization engineering organization. WRPS was identified as "One of America's Safest Companies" in 2020; and was the recipient of the 2021 "Employer of the Year" by the Association of Washington Businesses.The Tank Farm Projects (TFP) organization is responsible for execution of major field and Capital asset projects including engineering, procurement, and construction (EPC). In addition, TFP is responsible for startup, commissioning, and turnover of systems to operations across the nearly $1-Billion dollar enterprise including the rapidly growing scope. TFP is responsible for the upgrades in maintaining aging infrastructure of the 177 underground radioactive waste storage tanks, and the miles of underground transfer lines. Specific projects include life extension or modernization projects associated with the double-shell and single-shell tank farms, among other critical facilities for the Hanford Tank Waste Mission. TFP will also be the lead organization for the implementation of crucial projects exceeding several million dollars. The TFP staff consists of project managers, construction managers, commissioning directors and startup/readiness personnel that drive each of the field and major projects.The Manager of Strategic Programs is responsible for management of capital asset projects under DOE Order 413.3B, "Program and Project Management for the Acquisition of Capital Assets" as well as the management of projects for the procurement and delivery of critical spares and consumables to support Direct Feed Low Activity Waste (DFLAW) operations.This position will perform Project Management (PM) and Control Account Manager (CAM) duties for the development, design, installation/construction, testing and readiness declaration of capital asset projects that support the River Protection Project (RPP) mission.This position is responsible for managing and directing a variety of activities to support the successful commissioning, startup, and transition to operations of systems and projects, as well as planning activities related to waste management for the direct feed low-activity waste (DFLAW) program. This position reports to the Manager of Tank Farms Projects and plays a key role in DFLAW program integration.Responsibilities include but are not limited to the following:

Take ownership of and manage WRPS efforts through all phases of the Department of Energy (DOE) Order 413.3B Critical Decision process;

Develop and maintain productive working relationships with DOE staff, including the Federal Project Director (FPD);

Lead development and negotiation of Contract Change Proposals (CCPs), Baseline Change Requests (BCRs) and Performance Based Incentives (PBIs);

Communicate project requirements to other WRPS organizations and integrating their efforts to achieve successful project delivery;

Prepare for and participate in Project Peer Reviews (PPR) and External Independent Reviews (EIR);

Deliver products within baseline cost and schedule parameters;

Develop and maintain schedules, estimates at completion, variance analysis and explanations;

Develop and present monthly reports for multiple customers;

Review and approve contractor invoices;

Monitor scope and implement change management processes; and

Perform other duties as assigned.

The position requires a high degree of initiative, foresight, and judgment to assure integration with all WRPS organizations. The position requires decisions on complex technical and policy areas. Decisions made and actions taken can have high impact on project cost and schedule.Required QualificationsGrade 22:

Bachelor's degree in Business, Construction Management, Engineering or related discipline with 15+ years experience in relevant activities; and

Five (5) years experience in Management of personnel; and

Two (2) years experience in Nuclear Industry Environment or Two years experience in Federal Government Contracting Environment

Grade 23:

Bachelor's degree in Business, Construction Management, Engineering or related discipline with 17-20 years experience in relevant activities; and

Five (5) years experience in Management of personnel; and

Two (2) years experience in Nuclear Industry Environment or Two years experience in Federal Government Contracting Environment

Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.Desired Qualifications
