The Strategic Investments Office (SIO) is a division within the Information Technology (IT) department; reporting directly to the Chief Information Officer. The SIO encompasses Project Management, Business Alignment, Strategic Resources, and System Testing & Quality Assurance. The SIO builds better capabilities to plan, resource and execute high-value and time-sensitive technology investments. The office aligns technology with customer needs by delivering the agency’s highest priority IT investments. The Project Management Office (PMO), program oversees development of technology solutions, especially implementation of major new applications, upgrades, or changes. It handles projects initiated by the legislature, as well as those initiated and resourced internally by the Agency itself.

This position enacts the PMO’s project management practices, planning, executing, and delivering solutions that provide business value supporting the Agency’s services to citizens and businesses within Washington State. The position serves as the highest level of authority of Project Management as delegated by the AD/CIO of IT. This position is responsible for developing, designing, and implementing Information Technology solutions for the entire agency in regard to the project management methodology. This position will also collaborate with other Information Technology business stakeholders, as well as with parties external to the Agency to provide well designed, developed and sustainable products in support of meeting the goals of L&I which are:

Some of what you will be doing

  • Perform Project Initiation Processes, including:
    • Develop the Project Statement.
    • Establish the Scope for the project.
    • Define the Project Organization structure.
    • Describe the Project Approach.
    • Document Project Assumptions and Constraints.
    • Define the Performance Measures.
    • Describe the Project Acceptance process.
    • Provide technical and organizational guidance
  • Perform Project Planning Processes, including:
    • Work with IT leadership to develop the standards and procedures used by the Project Management Office in the day-to-day work.
    • Develop the Project Management Plan, which can be made up of a series of subsidiary management plans.
  • Perform Project execution, monitoring, and controlling processes, including:
    • Direct and manage project work. Provide management in the areas of schedule, scope, budget, issue and risk management
    • Perform integrated change control.
    • Prioritizing: Responsible for balancing competing demands and priorities for resources.
    • Manage stakeholder engagement
    • Acquire, develop, and manage the project team (s).
    • Conduct procurements.
    • Quality Assurance: Responsible for applying quality management techniques to ensure that products meet all customer requirements and expectations
    • Policy: Responsible for identifying and participating in development of new agency policies that must be made as a result of systems using new technology
    • Establishes and manages reviews
    • Directs the development of IT requirements for database management.
    • Directs complex, multi-division hardware and software installation and development efforts.
  • Perform Project Closure processes
  • Contribute to Organizational Project Management Maturity, including:
    • Works with IT Division leadership and directly with the CIO to perform agency strategic planning.
    • Works with IT Leadership and the CIO to reduce our IT Technical debt and improve our IT maturity practices agency wide
Qualifications

Required

  • BA/BS, preferably in Information Technology, Business/Public Administration or related degree and 5 years of IT Project Management experience, or 8 years of IT Project Management experience.
  • Certified or professional level certification as a Project Manager. PMP strongly preferred.
  • Five years progressive experience at an enterprise level, providing strategic planning, policy development and technical project management to include implementation of development projects.
  • One year of experience deploying COTS products within an IT division of a comparable size.
  • Five years of progressive knowledge and experience with project management. Fluent in project management methodology and practices in application development or other areas of IT.

Preferred

  • Certification as a Lean consultant.
  • Certification in LEAN methodologies
  • Certification in Change Management
  • Certification or experience in facilitation or communication
  • Three years of experience at a professional specialist level performing organizational leadership and technical consultation to design, develop and implement mission-critical, agency-wide, complex application or systems.
  • Three years of experience, training in communication of technical issues to business area(s); meeting facilitation; business analysis. Experience working in a team environment of application development.
