OverviewThe Operational Systems Directorate (OSD) is responsible for managing PNNL’s facilities and infrastructure; environment, health, safety, and security programs; project management; and nuclear operations. We are dedicated to ensuring that the Department of Energy maintains access to safe, secure, sustainable, and modern facilities to provide mission-ready laboratories ready for discovery science.Safeguards & Security (SAS) stewards the programs that protect the staff, information, assets, technology, and facilities of PNNL.ResponsibilitiesProvides technical expertise and support associated with the development and operation of the Incidents of Security Concern (IOSC) program and technical advice and assistance for the development and operation of programs managed by others. Responsible for analysis and interpretation of DOE and other Government Agency regulations, laws, and orders, development of company policies and procedures, development and implementation of qualification training programs, support for the development, implementation and conduct of the IOSC Program, and direct support to line management, project management, SAS program management, and the Federal Safeguards & Security (SAS) oversight entity for the evaluation and implementation of security requirements in the conduct of PNNL research and operations.

Supports the development, implementation, and management of PNNL's IOSC Program, to include support for planning, risk management, and oversight of program implementation.

Responsible for compliance with internal requirements, DOE requirements, and other federal laws and regulations to provide high levels of compliance and performance, including stop work notices, when circumstances warrant.

Is accountable to the SAS Program Planning and Management (PPM) Manager and coordinates/interacts closely with other SAS groups to execute effective, compliant assignments/programs in accordance with internal and external client expectations.

Establishes and maintains liaison relationships by networking with PNNL management, staff, and research partners to foster integration, best practices and meet organizational goals.

Solves standard problems using experience, judgment and precedence.

Works with a moderate level of guidance and direction, has growing responsibility. Understands key business drivers. May provide guidance to new employees.

This role requires incumbent to be on-call for incident response.

QualificationsMinimum Qualifications:

BS/BA and 2 years of relevant experience -OR-

MS/MA or higher -OR-

AA and 12 years of relevant experience -OR-

HS/GED and 14 years of relevant experience.

Qualifying experience supporting the areas of: technology protection, facility security, access control, information security, technical security, personnel security, compliance surveys and assessments, risk assessment, incident investigation and response, or patrol operations and alarm response may be counted. Experience must be through work with Department of Energy, Department of Defense, Homeland Security, intelligence community or military operational security, investigations, federal/state/local law enforcement or commercial/industrial security.

Preferred Qualifications:

Experience with DOE or other federal security programs.

Strong investigative skills.

Strong writing skills.

Strong communication skills.

Experience working on complex compliance problems and providing innovative solutions.
