Provide significant, expert level support to government counterparts regarding acquisition management processes and acquisition functions for the Combat Diving program in accordance with USSOCOM 70-1.

Develop program documentation to include SOW, PWS, SAMP, program protection plans, financial spend plans, Congressional Briefs, ZBTs/Issues; and oversees DoD 5000, JCIDS/SOFCIDS, and SOF unique processes for technology projects, as well as ACAT II and III programs.

Oversee the allocation of resources based on program requirements.

Draft fiscal year spend plans to meet OSD goals.

Expertly adjust programmatic support to meet emergencies, changing programs or production requirements within available resources and without sacrifice to completeness and accuracy.

Recommend and design strategies to increase effectiveness and efficiency of acquisition business processes.

Work within organizational managers, budget personnel, logisticians, and engineering authorities to develop and gain approval for proposed projects.

Collect and analyze metrics and requirements from supported organizations.

Provide expert level support to government counterparts regarding identifying, assessing, developing, and mitigating program risk to include briefing leadership on status of program risks and recurring risk reports.

Keep program information and files current and organize data to submit to management for decision making.

Prepare reports and briefings on program status, policies and procedures, in support of acquisition program milestones.

Analyze effectiveness and efficiency of program; develop recommendations to improve program operations.

Assist in answering data calls and inquires on program policies and procedures.

Assist in managing program cost, schedule, performance, and risks in accordance with policies and procedures; formulate proposed mitigations as necessary.

Coordinate program information with internal and external stakeholders.

Interpret regulations and directives to determine impact on programs; monitor programs and projects to ensure compliance and procedures.

Identify optimal acquisition strategy; define technical and contractual requirements associate with government needs.

Research ways to eliminate program bottlenecks and barriers to production; support government counterparts in development of solutions to program issues.

Qualifications/ Technical Experience Requirements:

Must be a US Citizen

Security Clearance Required: Secret

Bachelor’s degree in acquisition/business or related field plus 10 years of DoD acquisition experience, or an equivalent mix of education and experience

DAWIA Level II (Practitioner) Equivalency in the Program Management, Engineering or Technical Management, or Test & Evaluation fields

Must be able to lift 40 lbs and must be suited to attend Technical Experimentation, Developmental, Test, and Operational Test events on board small watercraft such as inflatable watercraft ribs, 20-foot center consoles, etc., which may involve stepping from large (2’) drop to board the vessel

Strongly proficient in MS Office suite and project management/scheduling applications such as MS Project

Knowledge of SOF-unique acquisition processes is desired

Maritime and/or military diving experience is valued

The base pay for this position is $110,000 – $175,000
