The Information Technology (IT) Division is an internal service organization responsible for providing information technology-based products and services in support of the Department of Labor and Industries (L&I) agency business priorities. The Maintenance and Operations (M&O) Program is responsible for the implementation and delivery of the products and services within IT, and sustaining operations so that L&I can complete business as usual with minimal delay or downtime. It is comprised of two areas of support: 1. Strategic Utilization of Information Technology (SUIT) Team2. Application & Data Management (A&DM) The incumbent in this position reports to the Strategic Utilization of Information Technology (SUIT) Team Supervisor for Application & Data Management (A&DM) The Data Architect is responsible to design strategies for enterprise databases, data warehouse systems, data reporting, data archival and data storage. Set standards for database operations, programming, query processes, and security. Model, design, and construct large relational databases or data warehouses. Create and optimize data models for warehouse infrastructure and workflow. Integrate new systems with existing warehouse structure and refine system performance and functionality. Duties

Some of what you’ll do:

  • Developing, designing, and maintaining new architecture as required for systems maintained by the Strategic Utilization of Information Technology (SUIT) Team and will manage to ensure compliance of existing architecture and documentation are in alignment with IT standards. This position will ensure conceptual architecture direction and physical and logical compliance to approved architecture designs are completed. The incumbent will create new designs and establish these as standard designs for the enterprise. This includes:
    • Developing database architectural strategies at the modeling, design and implementation stages to address business or industry requirements.
    • Planning and developing policy for overall solution-integrity of applications maintained by the agency. OFM 12-082 (3/31/17) Information Technology Position Description Page 3
    • Developing agency-wide standards and practices, design decisions, and deliver architected standards by incorporating feedback from interacting and consultation with a wide range of people, from highly technical software developers to Senior Executive stakeholders.
    • Developing and maintaining implementation plans for key aspects of enterprise architecture based on business requirements and IT strategies.
    • Leading work with project teams across the organization to develop and apply standards and ensure compliance during project development and implementation phases are sustained.
  • Customer Service, including:
    • Consulting and advising with several program managers, IT Managers, Agency Directors, and other leadership roles. There will be times when this position will be required to provide facilitation, clarification, and instigate cooperation amongst these peer groups therefore the following is very important:
  • Operational Architect, including:
    • Consulting with the Application and Data Management (A&DM) supervisors/technical leads in developing and complying with architectural policies, standards, and procedures outlined by the supporting IT groups. This position provides direction and is an expert technical consultant for supervisors.
  • Business and Systems Analysis, including:
    • Interpreting business requirements as defined by the end user to intelligible requirements that meet system architecture and design.
    • Consulting and advising the supervisors/technical leads of the system in question by the development of documented system designs and an outlay of technical solutions.
  • Data Management Compliance for systems, including:
    • Providing data architecture, services, data modeling, and data administration support to ensure the following is compliant with overall architecture requirements.
  • Tools Management, including:
    • Knowing how to use the tools provided to do their work and will supply standard operating procedures for their team on how to interface with these tools (to include the use of 3rd party products and outlier tools used by this position or team). The incumbent is expected to stay in front of the below technologies. These are expected to be constant for this position.
Qualifications

REQUIRED:
  • Bachelor’s Degree in Information Technology, Computer Science, or related degree, and 10 years of IT experience
OR
  • 13 years of software development experience leading up to architecture-related development, but a master’s degree can serve as a substitute for some experience.
  • 6 years of data architecture experience
  • 5 years of Systems Evaluation

DESIRED:
  • Database Administrator, Data Manager or Data Scientist experience is preferred
  • Strong database design and development skills including data warehousing and ETL
