Position Summary : As a member of the Application Development Team, this position is responsible for development, analysis, and maintenance of systems that capture, interrelate and report data for the Department of Public Instruction. This includes but is not limited to applications that focus on finance, budget, data collection and reporting applications. These systems require extensive knowledge and experience developing complex applications, reports, and relational databases. This position is likely to be involved with the maintenance and enhancement of the department’s largest and most complex enterprise applications. This person will be a member of a team practicing the Agile\Scrum development methodology, where traditional software development methodologies may be used for special assignments.The focus of this position is to perform .NET development using Microsoft Stacked Technology or current software. Database development will be performed using Oracle or SQL Server, or current database.Under general supervision of the Applications Development Team manager, the person in this position is responsible for performing the work of an analyst/programmer. This person works closely with others to accomplish project objectives, or independently to accomplish daily work requirements as a member of the Applications Development Team. Objectives, priorities, and deadlines are established in consultation with the department program area leaders, the Applications Development Team manager and or project manager.

Describe Goals and Work Activities of the Position
  • Development, enhancement, and maintenance of application programs and procedures following Agile/Scrum Methodologies A.1 Serve as applications programmer for new and existing Internet applications using Microsoft Stacked Technology.
  • Analyze existing systems; provide design recommendations for improved performance and data integrity checks.
  • Design, test, debug, and document new complex programs/procedures and revise existing programs/procedures to meet the changing needs and requirements of DPI.
  • Develop and update documentation for customers and other applications technology staff.
  • Integrate and coordinate development efforts with other programming staff.
  • Participates in all Scrum ceremonies and meetings.
  • Works with other technical specialists to help prioritize technical needs in projects.
  • Develop Agile user stories, estimates, and schedules with the other information technologies or program area staff within DPI.
  • Monitor the progress of projects.
  • Analysis and design of new systems and maintenance or enhancements to existing systems
  • Interact with users to define business requirements of new systems and/or maintenance and enhancements to existing systems.
  • Analyze business requirements, formulate, justify, and discuss design alternatives with the users to assist in the selection of a final design proposal.
  • Determine the potential impact of new systems on current DPI resources, operating policies, and technical standards.
  • Develop project documents defining business requirements, functional designs, technical designs, implementation plans, system deliverables, system/integration test plans, cost, and schedule estimates.
  • Define and develop specifications and test plans for new and/or existing programs, modules, and other procedures needed to support a given set of requirements.
  • Define and model data needed to support a given set of requirements. Design new databases and define their relationships with existing databases according to DPI standards.
  • Consultation service to user management and special assignments
  • Provide competent, objective advice to user areas management to assist managers in addressing their data/information requirements.
  • Assist users in the development of special reports to provide proper response to program and management personnel who require rapid response for special information.
  • Carry out special assignments to respond to the needs of the department.

Knowledge, Skills, and Abilities
  • Knowledge of and ability to use the .NET development using Microsoft Stacked Technology or current software.
  • Ability to perform application web development using HTML, JavaScript, or jQuery, or most current web development tool available at DPI.
  • Ability to work on complex relational database systems.
  • Ability to perform database development and design using Oracle PL/SQL or SQL Server.
  • Ability to perform systems analysis and design.
  • Knowledge of Agile/Scrum development methodologies and practices Knowledge working Agile/Scrum development methodologies and practices.
  • Knowledge of project management methodologies and practices.
  • Knowledge or ability to learn the Java programming language.
  • Effective oral and written communication skills.
  • Strong ability to work in a team environment.
