Description: Job Title: Lead, Program Management - Primary PM, Milwaukee P25 LMR Implementation Job Location: Milwaukee, WI Job Code: CS20233101-96401 Job Description: This position is for a Lead Program Manager (PM) who will be the primary Program Manager for the Milwaukee P25 Land Mobile Radio installation. The person will have primary responsibility for ensuring a successful implementation of the program including meeting schedule, financial targets, reporting, contractual commitments, etc. The Lead PM will set direction, manage, and guide the day-to-day activities of the direct implementation team and all other cross functional members of the team. The Lead PM will have ultimate responsibility to ensure all external tasks, internal tasks, and reporting requirements are completed per the contract, PSPC PM Policies, the project schedule, and budget. The ideal candidate will be an experienced Senior Level Program Manager who has successfully implemented large scale (e.g. statewide, large city, large transit, >$100M in value) Land Mobile Radio (LMR) systems. Senior Level Program Managers who have implemented large scale deployments (>$100M in value) in the Cellular, Utility or Transit industries are also encouraged to apply. A Lead PM is considered a subject matter expert with comprehensive knowledge of job area and in-depth knowledge of program management. A Lead PM manages large, complex programs of substantial importance to the organization with virtually no oversight or direction. A Lead PM communicates within and outside of the organization to explain and influence changes to practices, processes, and approaches during the execution of programs. A Lead PM provides input and insight to process improvements and implements operational plans that have measurable impact on business results. Day-to-day interaction with the Milwaukee customer. Candidate must be an extremely level-headed person with exceptional communication skills.

Schedule Management - Complete development and oversight of the implementation schedule, using MS Project, and routine communication of the schedule to the customer. Schedule needs to be resource loaded and statused at least weekly.

Risk Management - Risk/Opportunity Management development and oversight of the Risk/Opportunity register including seeking ways to upsell additional equipment and services with a goal of at least 5% growth in contract value while mitigating risk and executing to the baseline budget.

Action and Issue Management - Action/Issue Log development, monitoring, and updating utilizing the Action and Issue log in MS Project Online. Conducting and driving weekly internal and external meetings with the implementation team and customer.

Financial Management – Full and complete financial responsibility and accountability for meeting baseline targets for Revenue, GM, Net Recovered Margin, and Cash Collections. Requires continually interfacing with the Program Financial Analyst (PFA) for the program.

Change Management – Change Management development and oversight of all change request, whether by PSPC or the customer via use of the Change Log tracker in MS Project Online. Driving all change request through the Change Control Board for approval prior to presenting to the customer.

Internal and External Communication Meetings - Lead internal and external project meetings, distributing the agenda and action items prior to and after the meeting; Produce quality Program Review Presentations to the Senior Leadership Team that are timely and accurate, concise and error free. Present information clearly and with confidence

Basic Qualifications:

Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience.

Preferred Qualifications:

20+ years and a proven track record of successfully implementing large scale LMR or Cellular systems.

BS (Bachelors) degree; preferably in a technical field (EE, CE, etc.)

MBA

PMP Certified

Excellent written and verbal skills

Proficient in the use of other MS Office applications (Word, Excel, PowerPoint)

Experience with MS Project Online, MS Dynamics 360, and Tableau dashboards
