The Client Department of Administration is seeking a motivated entry-level programmer to join our application development team. Under the general supervision of the OCI Technology Services Section IT Director, Bureau of Business Application Services, in the Division of Enterprise Technology (DET), this position is responsible for collaborating with and assisting the application development staff to support both in-house developed and purchased Office of the Commissioner of Insurance (OCI) systems. This position will work closely with experienced Application Development and Application Architect staff, to assist with troubleshooting break/fix ticket requests, and collaborate on new projects and enhancements to existing applications. This position should have: general knowledge and/or experience of basic programming and concepts and general development tools; general knowledge and/or best practices for system development lifecycle techniques; general knowledge and/or experience with testing concepts and techniques; solid customer service skills; clear written and oral communication. location: MADISON, Wisconsinjob type: Contractsalary: $20.33 - 25.33 per hourwork hours: 8am to 5pmeducation: Bachelors responsibilities:This position should have: general knowledge and/or experience of basic programming and concepts and general development tools; general knowledge and/or best practices for system development lifecycle techniques; general knowledge and/or experience with testing concepts and techniques; solid customer service skills; clear written and oral communication. Nice to have skills: Experience with: Web-application development, customer service, State of WI experience. Responsibilities:- Participate in the analysis of customer business requirements. Assist in the formulation, justification, and development of design alternatives.
- Assist in technical designs including specifications and test plans for new functionality and/or changes to existing programs, modules, and other procedures needed to support a given set of requirements.
- Collaborating with development staff to learn and support current systems.
- Participate in design sessions for new application requests.
- Design software components and develop application prototypes.
- Work with IT staff to learn and understand vendor provided administration tools and troubleshooting facilities for troubleshooting production problems and debugging the software.
- Collaborate with peers to develop and propose system design solutions using best practices and DET standards.
- Documenting application development processes, procedures, and standards.
- Integrating best practices in application development projects.
