ALL SKILLS MUST. Only SAS BA CAN APPLY. SAS is seeking a SAS Senior Business Analyst with strong Health Care domainexperience to work with our client, a Health Care client for the State of Wisconsin. Theindividual in this role will develop healthcare analytics applications and reporting for a Medicaidclient who recently implemented the SAS solution as an Enterprise Data Warehouse andBusiness Intelligence System.The consultant must have Medicare Claims data processing experience. Perform thefollowing:• Partner closely with members of the SAS team to uncover analytical business needs withinthe Medicaid client• Solid standard business analysis skills includingo Requirements gathering and documentationo Meeting facilitationo Understanding business objectiveso Communication skills, both written and verbalo Quick to catch on to new concepts, ability to “roll with the punches”o Competent using Visio• Previous data warehouse experience, specifically focused on ETLo Ability to accurately document ETL-based requirementso Write Technical Design Documentationo Basic understanding of ETL coding, with SAS being a plus• Healthcare experience, preferably in the government space• Ability to handle multiple projects at one time (minimum 4/5 but up to 10)• Partner closely with the customers to ensure engagement drives value within theorganization2• Translate business requirements into analytic methods, reports, and present results.• Automate analytic processes.• Translate customer business needs and problems into requirements for analyticalapproaches and reports.• Examples of possible reporting needs:• Traditionalost and utilization reporting• Federal Reports such as CMS-64• Quality Measures (HEDIS-like measures)• Program Monitoring, Reporting, and Evaluation for Medicaid programsQUALIFICATIONS – ESSENTIAL• A minimum of Bachelor’s degree in Mathematics, Computer Science, BusinessAdministration, or a related field is required and equivalent work experience required.Successful candidates will possess:The candidate must have experience with Medicare Claims data and large databases.• Health care industry domain experience, such as;o Understanding of claim handling processes, concepts, and industry trends• 7+ years of Business Analyst experience.• Analytical Programming experience in SAS as well as experience with SAS• Deep experience doing reporting with healthcare claims and eligibility data• Knowledge of common acronyms associated with Medicaid and healthcare (FPL, MCO,HMO, managed care, etc)• Relevant experience in the Healthcare industry preferred (commercial or govt).• Lead and/or actively participate in SAS knowledge-sharing activities.• Be proficient in Base SAS programming (DATA step), SQL programming (i.e., use of SQLpass-through or PROC SQL), as well as the SAS Macro language for use in making codemore efficient.• Good written and spoken communications skills in English and thought-leadership skills.MAJOR RESPONSIBILTIES/ACTIVITIES:Services may include focus on and require the Consultant to:• Project experience with efficiently handling and managing massive volumes of data (largeSAS Datasets with upwards of tens of millions of records and/or terabytes of data storage).• Have good oral and written communication skills.• Lead and/or actively participate in SAS knowledge-sharing activities.• Must be able to read, and understand existing coding and processing to troubleshoot andresolved issues as they arise.3• Demonstrate the ability to work with little direct supervision; Excellent troubleshooting skills;Imaginative, inquisitive, with a self-motivating personality and a strong work ethic; Customerfocused demeanor.• Gathering data requirements and designing/developing the Data Warehouse/ Data Marts• Performing analytical and programming activities including analysis, design, development,testing, implementation, and documentation of integrating the data management solutions• Designs and develops reusable software modules that meet customer requirements whileupholding high standards of reliability, security, maintainability, and performance.• Enhances client’s datamarts and the enterprise data warehouse by working closely withinternal and external teams. Participates in strategic planning to improve the organization’sability to produce reports and data requirements for end-users.• Advises management on how products and processes could be improved. Identify andevaluate industry trends in Analytical systems to serve as a source of information andadvice for upper management.• Must be able to read, and understand existing coding and processing to troubleshoot andresolved issues as they arise.• Creates ‘Best Practices’ guidelines for creating and maintaining SAS projects/programs;participate in peer reviews for designs, code, and other work products.• Provides production, development, QA support and performance tuning as needed to meetproject deadlines.• Leveraging this for processing, developing, maintaining and analyzing data and datapreparation and validation routines to support the reporting of clinical measures andfinancial initiatives and cost information for managed care organizations;
