Department: Emergency Management, Sheridan County

Salary Range: $35,630.40 to 37,431.81 D.O.E.

Job Summary: This position coordinates Sheridan County’s Emergency Management activities.

MAJOR DUTIES:

  • Develop, maintain, review, and update as needed Sheridan County’s Emergency Operations Plan; notifies relevant stakeholders concerning changes.
  • Develop and maintain, review, and update as needed current emergency call-out lists; notifies relevant stakeholders concerning changes.
  • Maintain working relationships with County emergency services/first responders and Coordinate emergency procedures with District Fire Departments and Law Enforcement agencies.
  • Maintain working relationships with the Wyoming Office of Homeland Security and other County Emergency Management Coordinators.
  • Develops and maintains working relationships with local Amateur (HAM) radio operators and/or use of HAM club as a volunteer resource.
  • Monitors Homeland Security grant announcements; applies for and manages Homeland Security Grants. Complies with grant conditions and standards established by FEMA and the Wyoming Office of Homeland Security to facilitate continued eligibility for grants. Orders equipment, supplies, and public information materials.
  • Distributes public information materials to citizens.
  • Participates with the Sheridan County Public Health Department, Sheridan Memorial Hospital, and the V.A. Hospital to formulate, or update as needed, plans for pandemic flu and COVID response.
  • Develops, maintains, and updates as needed Mutual Aid Agreements and Memoranda of Understanding with other entities. (Agreement of Sheridan County and the entities/agencies of Sheridan County WY and Intercounty MOU)
  • Develops and administers the annual Emergency Management budget.
  • Manages and coordinates the response of the Citizens Emergency Response Team (CERT).
  • Works with the National Weather Service and the news media to provide warnings to the general population. Oversees contractor for Rain/Stream Gauge network to ensure monitoring site information is transmitted to the National Weather Service.
  • Serves as the Wyolink Relationship Manager. Manages and programs (or obtains assistance to program) grant-purchased radios as needed.
  • Manages Sheridan County ID card system, issues ID cards as needed for county stakeholders and first responders.
  • Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:

  • Knowledge of public safety services, equipment, policies, strategies, and procedures.
  • Knowledge of administration and management principles.
  • Knowledge of relevant laws and governmental regulations, agency rules and structure, and local, state, and federal grant compliance procedures.
  • Knowledge of computer hardware and software for administrative purposes and specialized software for the management of disasters or emergencies to include telecommunications equipment.
  • Knowledge of public communications techniques and methods.
  • Possession of, or ability to obtain, a Amateur (HAM) Radio operators license is helpful but not required.
  • Skill in the use of computers and job-related software programs.
  • Skill in oral and written communication.

MINIMUM QUALIFICATIONS:

  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Wyoming for the type of vehicle or equipment operated.
