Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Major Duties and Responsibilities:

  • Monitors the expenditures of budgeted funds by fund control point and provides management with analyses of projected surpluses and deficits.
  • Provides budgetary assistance and advice on the application of VA budget guidelines to program officials and their representatives.
  • Develops budget estimates to be used in proposals for new programs and planning efforts as requested by Medical Center management.
  • Prepares, reviews, and presents a variety of reports related to status of funds, workload, and expenditures.
  • Incumbent will develop and maintain new and existing sources of information to monitor Beneficiary Travel expenditures, projections, budgets, and contract and agreement information including updates and expiration dates.
  • Responsible for determining the method of payment for authorized and unauthorized ambulance claims submitted for consideration. Receives invoices for payment of transportation services.
  • The Program Analyst acts as the liaison between vendors and Fiscal Service for invoices pending payment. Writes or selects appropriate letters explaining the disposition of unauthorized travel claims.
  • Reviews pending items and ensures that follow-up action is taken on all invoices and all other items pending for excessive periods of time.
  • The Program Analyst will review and certify invoices that are received after having validated that the goods or services have been received.
  • The Program Analyst will develop complete procurement packages to include statements of work (SOW), performance work statements (PWS), quality assurance surveillance plans (QASP), independent government cost estimates (IGCE), and sole source justifications.
  • Incumbent maintains records, prepares project administrative and statistical reports, assures compliance with review process, and monitors compliance with program requirements.
  • The incumbent contributes to the professional growth and development of effective teams and individuals on the team and ensures that staff is trained in Business Office principles and technical uses.
  • Performs all duties as assigned.

Qualifications

For GS-7:

Superior Academic Achievement at the GS-7 level:(SAA) at the baccalaureate level in the coursework detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:

  • Rank in the upper one-third of your class in the college, university or major subdivision.

  • A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.

  • A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.

Possess at least one full year of graduate level study or possess a master's or higher degrees in a field that provided the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) OR

Possess at least one year of work experience in retrieving, tracking and trend information needed for analysis and reporting; possessing management analysis techniques and methods to develop and refine information for comprehensive reports, addressing elements such as cost analysis, work measurement, trend analysis, efficiency, effectiveness, productivity, and assessing program operational goals/objectives. OR

Possess a combination of successfully completed graduate education and experience to meet total qualification requirements for the grade level. To be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. (TRANSCRIPTS REQUIRED)

NOTE: Preferred experience with travel & eligibility, scheduling experience are highly preferred.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required such as periods of standing and walking. In addition, some lifting and stretching is done when working with files, spreadsheets, supplies, etc. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
