SUMMARY

Under the direction of the Associate Vice President (AVP) of Human Resources, the Senior Human Resources Generalist assists in all aspects of daily operations and assists in providing a full range of human resource management services for faculty and staff employees. This includes assisting the AVP to provide leadership and direction regarding personnel functions through the management of a comprehensive human resources administration including performance management, recruitment and employment services, benefits management and counseling, salary administration and job evaluation, organizational and talent development, records management, departmental budgeting, employee relations, and human resource information systems. The Senior Human Resources Generalist may assume the duties and responsibilities of the AVP while the AVP is absent, exercising judgment and providing advice on a wide range of personnel matters.

AND

RESPONSIBILITIES

  • Assists the AVP in providing leadership and direction for the College and its employees regarding personnel matters.

  • Ensures consistent and equitable application of personnel policies and government regulations throughout the College by helping to advise supervisors about the applicable policies and regulations and enforcing the personnel rules and regulations of the College.

  • Conducts investigations and works to resolve complaints including discrimination, harassment, and other civil rights, and non-civil rights concerns. Manages and resolves conflict, grievances, and disagreements in a constructive manner. Counsels employees and supervisors regarding disciplinary and grievance procedures by providing information on personnel policies and regulations, recommending a plan of action, and resolving misunderstandings. Writes reports and compiles supporting documentations related to inquiries and investigations of concerns.

  • Develop and deliver training and/or presentations on HR-related topics to support the training/development of employees.

  • Coordinates with HR Team Members to ensure efficient and effective collaboration to effectively support College initiatives.

  • Develops and recommends personnel policies, practices, and procedures for approval through the College’s established processed by determining causes of personnel concerns, reviewing and analyzing reports and surveys, applicable regulations, professional literature, and statistical data concerning all aspects of personnel administration.

  • Reviews and analyzes data to evaluate the effectiveness of existing HR processes and recommends improvements or actions as appropriate.

  • Contributes to the enhancement of the quality of the work environment within the College by advising and leading the implementation of various programs and services, managing complex projects, including automating and maintaining operations and processing systems, communicating relevant information about programs and services to all levels of management throughout the College, working with consultants and vendors as needed, interpreting policies and procedures, state and federal laws, and working with advisory committees to conduct studies analyzing the pros and cons of new and alternative initiatives.

  • Designs and develops new HR processes to improve the efficiency of HR operations and administration and recommend new approaches/procedures to effect continual improvement of operations performed.

  • Promotes a positive image of the College by participating in community organizations, as well as national, state and local professional associations.

  • Represents the department and serves as a resource by participating on various College committees.

  • Assists in managing the departmental budget.

  • Contributes to a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.

  • Remains competent and current on best Human Resources practices through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, and attending training and/or courses as directed by the AVP of Human Resources.

  • The incumbent is expected to use tact, personal initiative, independent judgment, and responsibility in the performance of the duties required and in the handling of sensitive and/or confidential matters or information.

  • Contributes to the overall success of the College by performing all other duties and responsibilities as assigned.

Minimum Qualifications

QUALIFICATIONS

Education: A Bachelor’s degree in Human Resource Management, Business Administration or a related field is required.

Certification: A nationally-recognized human resource-related certification, such as Society for Human Resource Management (SHRM) Certified Professional (SHRM-CP) or Human Resources Certification Institute (HRCI) Professional in Human Resources (PHR) is required.

Experience: At least five years of increasingly responsible experience in human resources management is required. Experience should include most or all of the following areas: investigations, training and staff development, employee relations, classification and compensation, job analysis, job evaluation, recruitment, employment, retention, EEO, ADA, benefits administration, development of and application of policies and procedures, HRIS systems and records, employee engagement and communications.

Skills: Demonstrated professionalism and quality customer service. Ability to maintain standards of confidentiality in accordance with the College, FERPA, employee records, student records, and in the handling of other sensitive matters or protected documentation. Demonstrated ability to work and communicate effectively with all constituencies of a diverse college community, outstanding leadership and management skills, and understanding of automated management information systems, and a sound knowledge of relevant federal, state and local government regulations and equal opportunity policies are required. Supervisory experience or experience coordinating the work of others is required. Aptitude for balancing multiple priorities with strong organization, time management, and prioritization skills are required. Must be a self-starter, comfortable working in a busy and time deadline-oriented office. Proficiency in computer software, e.g., Microsoft Word, Excel, PowerPoint, and OneDrive and technical aptitude are required. The ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds is required. Experience with Ellucian Colleague, Colleague Reporting and Operational Analytics (CROA), PeopleAdmin, NEOGOV/NEOED, or similar systems is preferred.

Equivalency Statement:

For those candidates who do not exactly meet all the minimum qualifications, an equivalent combination of education and experience which has provided comparable knowledge and abilities, may be acceptable.

QUALIFICATIONS

Education: A Master’s degree in Human Resources Management, Business Administration, Public Administration or a related field is preferred.

Certification: An advanced certification, such as SHRM Senior Certified Professional (SHRM-SCP) or HRCI Senior Professional in Human Resources (SPHR) is preferred.

Experience: Human resources management experience as noted above within a higher education and/or the public sector is preferred. Title IX Investigator training is preferred.
