ICF’s Digital Modernization Division is a rapidly growing, entrepreneurial, technology driven department, seeking a Senior Scrum Master. Our team is a leading provider of Digital Transformation services for Federal agencies. Our services focus on enabling agency mission and business transformation using industry-leading low-code platforms, mobile applications, robotics process automation, and data analytics platforms. We are partnered with some of the world’s leading and most innovative companies like Salesforce, ServiceNow, Microsoft and UiPath. We focus on offering a full range of architecture and planning, system implementation, integration, analytics, and O&M for our customers.  We are currently seeking to hire a Senior Scrum Master to lead our cloud application development projects. The Scrum Master will be responsible for working closely with the Program Manager to deliver client engagements by leading multiple scrum teams. The ideal candidate will be a strong leader who combines an entrepreneurial mindset and practical 'get it done' work style with deep subject matter expertise in Agile IT application delivery. As the Scrum Master, the candidate will be responsible to help guide an experienced team of software developers, build shippable products and be responsible for leading Agile best practices using Scrum. Applicant must possess superb communication, analytical, and time management skills. In addition, he/she must demonstrate ability and desire to continually learn Cloud technologies like Salesforce.com and ServiceNow; must have analytical and problem-solving way of thought; must have overall flexible, and enthusiastic personality. Responsibilities:Provide senior level management and consultant skills to support IT project management and software development.

Provide technical support in systems analysis and design for ongoing projects.

Provide support to Government staff in estimating budget needs and preparing justification documentation.

Prepare briefing reports and presentations materials. Provides technical briefings on application development projects as directed by the staff.

Provide Project Management coordination and support to application teams.

Manage project schedules, issues, and risks using industry-standard methodologies.

Write functional specifications, project plans, and other application project documents.

Support staff in reviews and audits of CIO programs and projects.

Participate in various application project conference calls and meetings.

Support the development of project methodology and artifacts for the FS.

Analyze/prepare change orders and Service Requests for applications. Completes the technical support to the current list of open Service Requests with the ISO.

Serve as a liaison with business process reengineering teams.

Assist in the review and documentation of business rules related to application management.

Requirements:5+ years of IT project management experience

Ability to obtain a Public Trust Clearance

Preferred:Proven track record of leading enterprise-scale, complex technology projects successfully using Agile methodology

Experience using Agile management tools such as Jira

Previous people leadership and management skills, including direct experience leading, managing, and mentoring teams of analysts and developers

Successful track record of delivering high-quality programs for the Federal government

Successful track record of delivering high-quality programs on time and on budget

Demonstrated ability to manage the details of projects in order to drive them to fruition

Must have demonstrated experience as a team lead

CSM, ACP, CSP,SAFe Certification preferred

Experience working on a large-scale modernization project

Bachelor’s degree in Computer Science, Information Systems, Business Administration, or equivalent years of experience in lieu of degree
