GENERAL DESCRIPTION:

Provide leadership, management, and supervision over the Dormitory Program designed to assist up to 25 adjudicated male delinquents, ages 12-21, to change their criminal thinking and delinquent behaviors in order to become more productive members of their communities. Additionally, this position has the supervision of 13 subordinate Youth Services Staff.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Responsible for all aspects of case management.
  • Acts as liaison between the student and Multidisciplinary Team (MDT) members while incarcerated.
  • Performs special assignments as directed.
  • Administers and reviews risk/needs assessments.
  • Classifies patients/juvenile offenders/inmates and completes risk management assessment for program and housing placement and makes referrals based upon need.
  • Ensures continuity of care between medical, educational, mental health, and other community agencies.
  • Facilitates compliance with court-ordered recommendations for juvenile offenders.
  • Facilitates offender programs; reviews all phases of the juvenile offenders' program until discharge.
  • Conducts training and participates in a variety of hearings and meetings.
  • Responsible for individualized case planning, monitoring, and reporting correspondence, contacts, and case notes.
  • Works collaboratively with a variety of agency, state, and federal staff, as well as the courts, local law enforcement, and local service providers.
  • Supervises, counsels, and conducts performance appraisals with subordinate staff.
  • Develops inmate or offender programming.
  • Collaborates with unit staff regarding classification, programs, job assignments, program reviews and the handling of minor and general disciplinary reports and grievances.
  • Ensures all programs are delivered to juvenile offenders to develop pro-social behaviors and to prepare inmates for successful re-entry into society.
  • Facilitates the services delivery of individual, group, and family psychotherapy to juvenile offenders and their family.
  • Leads a unit team that ensures unit security and provides for inmate or offender activities and movement.
  • Monitors outcome measures, collects and analyzes data, and formulates improvement processes.
  • Plan and identify resources for program participants.
  • Responsible for researching, implementing, and administering evidence-based social service and juvenile services programs.
  • Responsible for review of reports and monitors recommendations.
  • Responsibletoensurepoliciesareimplementedwithfidelityandmonitorsthe effectiveness of the policy.

Qualifications

KNOWLEDGE:

  • Knowledge base, skills, and abilities for all of the Youth Specialty positions for their training required of supervising these positions and management of a self-contained dormitory.
  • Knowledge of Wyoming Juvenile Criminal Justice, State of Wyoming Statutes, Wyoming Court systems, and basic law enforcement knowledge.
  • Knowledge of cognitive behavioral programming and concepts.
  • Knowledge of mental health concepts for male juvenile offenders.
  • Knowledge of substance abuse treatment.
  • Knowledge of supervision and management principles.
  • Knowledge of safety and security principles within a correctional institution.
  • Knowledge of computer and technology competencies to communicate effectively (including formal and legal documents).

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Social Work)

Experience:

1-2 years of progressive work experience (typically in Social Services Programs) with acquired knowledge at the level of a Social Services Program Analyst

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Social Services Programs) with acquired knowledge at the level of a Social Services Program Analyst

  • Duties are performed in a correctional setting.

NOTES:

  • FLSA: Exempt
  • A background check, including the taking of fingerprints, will be completed through the Wyoming Department of Criminal Investigation, the Department of Family Services, and the Federal Bureau of Investigations for every successful applicant.
