Summary:The role of the Data Analyst is to analyze science, engineering, business and other data processing problems to implement and improve computer systems. This includes analyzing user requirements, procedures and problems to automate or improve existing systems and review computer system capabilities, workflow, and scheduling limitations.

Education & Applicable Fields:Associate’s or Bachelor’s Degree in Information/Computer Technology, Business Systems or a related technical field is preferred.

Education & Experience Requirements:Level 2• With an Applicable Associate’s Degree in applicable fields, 7 years of experience is required.• With an Applicable Bachelor’s Degree in applicable fields, 5 years of experience is required.• Without a degree, 9 years of experience is required.• Applicable Certifications may count for 1 year of experience.• Experience must include direct work experience in Information Technology performing Data Analysis.

Typical Tasks may include:Note: Final drafts, documents or other products must be reviewed and approved by a BPA Federal employee with the authority to do so.• Implement data integration and data migration tasks.• Develop code/routines for transforming file formats feeding into various data integration points.• Develop code/routines in order to transform file formats and/or interact with web services• Expand or modify system to serve new purposes or improve work flow.• Test, maintain, and monitor computer programs and systems, including coordinating the installation of computer programs and systems.• Develop, document and revise system design procedures, test procedures, and quality standards.• Review and analyze computer printouts and performance indicators to locate code problems, and correct errors by correcting codes.• Consult with management to ensure agreement on system principles.• Confer with clients regarding the nature of the information processing or computation needs a computer program is to address.• Coordinate and link the computer systems within an organization to increase compatibility and so information can be shared.• Determine computer software or hardware needed to set up or alter system.• Develop functional and technical requirements documents for diverse audience (technical and non-technical), including migration, implementation and test plans.• Develop application services and/or web services.• Software development coordination with clients and management• Effectively map source to target data to meet business/system requirements.• Provide support to integration projects, operations and maintenance, as well as 24x7 production support on a rotational basis.• Keep abreast of technology advances, upgrades and latest trends in best practices. May include researching manuals, periodicals, and technical reports to learn how to develop programs that meet staff and user requirements.• Provide staff and users with assistance solving computer related problems, such as malfunctions and program problems.• Must be responsive to business needs; perform with a service-focused perspective• Effectively communicate technical information in writing as appropriate for the needs of the audience• Understand and follow established processes and procedures including Change Management, Work Tracking and Time Management

Knowledge, Skills and Abilities:• Specific Skill Requirements:• Proven experience with:• Data Warehousing design techniques• Data analysis, source system analysis and data mapping.• Batch processes, scheduling; troubleshooting problems and making suggestions for performance tuning and system integrity.• Data models and database design techniques, including relational and dimensional modeling.• Database Analysis• Demonstrated skills in task automation and monitoring• Collaboration skills with technical team members and customers is important to assist in developing user requirements from both internal and external BPA clients into functional capability that will represent BPA to external parties and provide assurance of BPA’s management of resources.• Analyzing information and evaluating results to choose the best solution and solve problems.• Compiling, coding categorizing, calculating, tabulating, auditing, or verifying information or data.• Observing, receiving, and otherwise obtaining information from all relevant sources.• Entering, transcribing, recording, storing, or maintaining information in written or electronic/magnetic form.• Using relevant information and individual judgment to determine whether events or processes comply with laws, regulations, or standards.• Providing information to management, co-workers, and peers by telephone, in written form, e-mail, or in person.• Developing specific goals and plans to prioritize, organize and accomplish work.• Developing constructive and cooperative working relationships with others, and maintaining them over time.• Developing, designing, or creating new applications, ideas, relationships, systems, or products, including artistic contributions.• Knowledge of electronic equipment and computer hardware and software, including applications and programming. Requires an understanding of the IT working environment sufficient to explain technical issues to a disparate range of technical and non-technical clients.• Knowledge of principles and processes for providing customer service. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.• Knowledge of arithmetic, algebra, geometry, calculus, statics, ad their applications.• Knowledge of business and management principles involved in strategic planning, resource allocation, production methods, and coordination of people and resources.• Writing computer programs for various purposes.• Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.• Analyzing needs and product requirements to create a design.• Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.• Considering the relative costs and benefits of potential actions to choose the most appropriate one.• Understanding the implications of new information for both current and future problem-solving and decision-making.
