- Responsible for the overall system design. Documents development requirements for database, applications, and operation system environment. Consults with end users to test and debug applications to meet client needs.
- Serves as expertise in all aspects of designing and application development. May conduct training to IT Staff.
- Requires a bachelor's degree and may be expected to have an advanced degree in area of specialty and 8 or more years of experience in the field or in a related area.
- Demonstrates expertise in a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals.
- Performs a variety of complicated tasks. May provide consultation on complex projects and is considered to be the top level contributor or specialist.
- The purpose of this request is to procure ­­­­­­­­­­­­­­­­­­­­­­developer/analyst services for ODOT Information Systems Branch to support the Crash Data System Update project. The primary tasks the contractor will perform are as follows:
- Document business needs for application changes
- Analyze system functionality and recommend scope of changes
- Create a specification for the new functionality
- Design and modify the Crash Data System software to meet requirements
- Create and execute testing plan, implementation plan, and post-implementation support for the application
- Communicate project status, work progress, issues, and risks
- Update system and user documentation to reflect the changes
- Strong analysis skills
- Strong oral and written communication skills
- Experience developing solution and operational documentation
- Experience building and modifying n-tier applications
- Experience programming in Visual Basic, .NET, and C#
- Experience with relational database management systems, including MS SQL server
